Bliss Care operates intentionally small residential homes in Salem so that staff truly know the people they support. Our team partners closely with Service Coordinators, Personal Agents, behavior specialists, prescribers, and families to deliver care that follows the ISP — not a script.
Every home is a real home: shared meals, quiet evenings, mornings that begin without alarms when they don't need to. We support adults whose needs include both developmental disability and mental health diagnoses, and we are equipped to do that work well.

Our 24-hour homes provide the full scope of residential support expected of an Oregon ODDS-licensed home — and the additional clinical attention required when mental health is part of the picture.
24-hour, awake overnight
DSPs on-site around the clock with awake overnight coverage. No one is alone with a need they can't meet.
Medication administration
MAR-documented medication administration by trained staff, with timely reorder, refrigeration, and PRN protocols.
ISP-driven supports
Care delivered to the Individual Support Plan, with progress notes, data, and updates fed back to the team.
Mental health coordination
Regular communication with prescribers, therapists, and crisis teams. Trauma-informed practice across the home.
Skill-building at home
Daily living skills practiced in the actual setting they're used in — cooking, hygiene, money, transportation, and more.
Community integration
Work, faith, recreation, family — we support the relationships and routines that make a life feel like one.
Transportation
Rides to medical appointments, day programs, employment, family visits, and the everyday errands of a normal life.
Documentation & reporting
Accurate progress notes, incident documentation, and timely reporting to CDDP, families, and the broader team.
Healthy meals & nutrition
Home-cooked meals planned with input from each resident, accommodating diets, allergies, and personal preferences.

Our homes are located in established Salem neighborhoods — close to medical providers, day programs, parks, and the rhythms of ordinary city life. Specific addresses are shared during the referral process.
The NE Salem Home
A quiet residential setting in NE Salem with comfortable shared spaces, private bedrooms, and proximity to parks, transit, and medical providers along Lancaster and Market.
The SE Salem Home
A welcoming home in SE Salem with easy access to community resources, employment supports, and recreation. Designed for residents who benefit from a calmer, lower-traffic environment.
